The Hawaii Property Insurance Association (HPIA) is governed by a 12-member Board of Directors. The Board of Directors have responsibility and control over the organization, management, policies and activities of the Hawaii Property Insurance Association.
They select and contract with a Plan Administrator to carry out the mission and manage the day-to-day operations of the Association. The Board of Directors is composed of eight members who represent the interests of member insurers, three public members and one member representing the insurance producers (agents). The public representatives reside and work on the island that they represent. They, along with the agents’ representative, are appointed by the Hawaii Insurance Commissioner. Board of Directors serve a two-term.

Hawaii Island – Michele Clark
Ms. Clark, a resident of Hawaii Island since 1981, brings valuable expertise to the board as a licensed Account Executive at Brown & Brown Insurance Services. Her extensive market and product knowledge, coupled with her deep understanding of client’s insurance needs and risk appetite, make her a valuable asset to the board.
Having lived in lava zone II for the majority of her time in Hawaii, Ms. Clark possesses first-hand knowledge of the unique challenges faced by the community in relation to volcanic activity risk and the resulting changes with insurance availability and pricing. She is attuned to the concerns of the community and is committed to effectively communicating those concerns at the HPAI board meetings.
She currently is an active member of K.N.O.W. Kahakai Neighborhood Organized Watch group.
Kauai Island – Dean Toyofuku
Mr. Toyofuku graduated from Kauai High School and the University of Hawaii at Hilo. He was appointed and served for 4 years as the representative for Congressman Ed Case on Kauai. Mr. Toyofuku has worked in fishing operations, web design and is currently the president of Mokihana Insurance Agency in Lihue. He serves the property and casualty, and life and disability insurance needs of Kauai residents and businesses. He succeeded his father who founded the agency. Mr. Toyofuku and his father were instrumental in helping homeowners and business owners recover after Hurricane Iniki. Dean is a member of the County of Kauai Board of Ethics.
Maui Island – Spencer Lau
Mr. Lau has resided on Maui for over 16 years and previously lived on Oahu where he grew up. He graduated from the University of Hawaii at Manoa with a bachelor’s degree in Travel Industry Management. He served as executive assistant for Maui County and is currently a licensed independent agent at Noguchi & Associates offering customized solutions to help individuals and business protect what they value most. He recently served as a member of the Maui Cost of Government Commission.

Eugene Tagawa
Mr. Tagawa is originally from Lahaina. He graduated from Lahainaluna High School and the University of Hawaii at Manoa. His great grandparents moved from Japan to Paia, Maui to work the sugar plantation. Eugene moved to the Big Island after graduating from college. He began his professional career in retail sales and later married and started a family.
Mr. Tagawa has worked in the insurance industry for over twelve years and is currently an independent agent with Atlas Insurance Agency in Kailua-Kona.
